It was established 11 years following the inception of the Fußball-Bundesliga to serve as the new tier for professional football teams. Positioned below the Bundesliga and above the 3. Liga in Germany's football league system, all the 2. Bundesliga clubs participate in the DFB-Pokal, the yearly German Cup competition. Since its inception, a total of 127 clubs have competed in this league. In May 1973, the decision was made to designate this as West Germany's second-tier football league. Official operations commenced in August 1974, initially with two divisions comprising 20 clubs each. The league was streamlined to a single division in 1981. Subsequent to the 1991–92 season, clubs from former East Germany were integrated into the league, briefly leading to its expansion to two divisions. However, it returned to a single division arrangement by the season's end, maintaining 18 clubs since 1994. Primarily, two clubs from the 2. Bundesliga earn direct promotion to the Bundesliga, while a third club secures promotion through play-offs, a system in place from 1974 to 1991 and reintroduced in 2008. The league relegates its bottom clubs to the third division, operating as the Oberliga from 1974 to 1994, the Regionalliga from 1994 to 2008, and eventually the 3. Liga since 2008. The number of relegated clubs has varied over the years, with the current system seeing two clubs directly relegated while the third-last team competes in play-offs to retain their position against the 3. Liga's third-placed team. Notably, 1. FC Nürnberg, SC Freiburg, 1. FC Köln, Arminia Bielefeld, and VfL Bochum lead with a record four championships each in the league. Among them, Bielefeld stands out for achieving the most promotions from the 2. Bundesliga to the Bundesliga, totalling eight. For the 2022-23 season, an average of 22,224 spectators attended 2. Bundesliga matches, marking the highest turnout for any non-top-flight football league globally.
